Campaign and Draft Treaty on Currency Transactions Tax (CTT)

A starting-point for discussions on democratic control, tax justice, financial stability, development funding and global common goods is the Draft Treaty on Global Currency Transactions Tax, written by Heikki Patomäki and Lieven A. Denys. This consultative document was first introduced at the World Social Forum in Porto Alegre in January 2002.

Since September 2005, a new edition in English and translations of the Draft Treaty into a number of other languages are available as follows:

Timeline (under construction)
  • 1999: NIGD is among the founding organizations of the International Tobin Tax Network (ITTN), established in Bangkok, Thailand, in April. This global electronic network organizes events and discussions on the Tobin tax.
  • 1999: the Service Centre for Development Cooperation (Kepa) launches a Finnish Tobin tax campaign. It is largely based on NIGD's book (in Finnish) and working paper (in English).
  • 2000: The Finnish government decides to commission a study on the Tobin tax. In June the Minister for Foreign Affairs, Mr Erkki Tuomioja, reaffirms at the European Parliament that Finland supports further study of the issue.
  • 2002: In January, the Draft Treaty on CTT by Lieven Denys and Heikki Patomäki is finalised, published as NIGD Discussion Paper 1/2002 and introduced at the World Social Forum in Porto Alegre in Brazil.
  • 2005: In January, the website www.cttcampaigns.info is launched in Porto Alegre at a WSF-seminar arranged by Attac Italy, Attac Japan and NIGD.
  • 2005: On 6 September, the Draft Treaty on CTT is "re-launched" in Helsinki.
